Changing discourse of digital exclusion, Martha Lane Fox and the Dimbleby Lecture 2015

In the 2015 Dimbleby Lecture, Martha Lane Fox called for de-commercialisation of the interne (transcript) and setting up an independent body, informed by the ‘….original promises of the internet – openness, transparency, freedom and universality…’  This may be too little too late; I think the damage is already done. Amazon brings the high street to our mobile devices and we love the convenience. Twitter not only keeps us in the loop, we become the loop-makers. Whether artists, scientists or humanitists – the internet offers resources on a previously unimaginable scale. Like having a Britannica set behind every keystroke. That’s 32 volumes. RIP Britannica – 1768-2010. The day knowledge stopped for the digitally excluded.

MLF extolls the advantages of being online and says ‘Crucially, we must ensure that no one is left behind; that the 10 million adults who can’t enjoy the benefits of being online because they lack basic digital skills, no longer miss out.’ Sounds promising but… digital divides are not new. They need less talking and more genuine opportunities for challenging and bridging instead. MLF said nothing about exclusion through lack of access. Instead digital exclusion now equates to poor digital literacies iinstead.

The discourse has changed and this has been happening for some time. The focus of the Go On UK website has shifted from promoting affordable and usable technology to the quality of access without even a mention of poor broadband. The digital debate has become personal rather than political and is now about individuals. Go On replaced Race Online, also setup by MLF, with the aim of getting the nation connected for the end of 2012. At least it contained acknowledgment of digital divides. The Go On vision only addresses the lack of basic digital skills, calling this a ‘significant social issue’ – which it is – but even more crucial is the lack of internet access in the first place!

After watching and reading the lecture by MLF I signed the Dot Everyone petition calling for a public institution for the digital age. I’ll sign anything which offers opportunities to raise awareness of digital divides and exclusions. On clicking sign I was immediately asked for money in order to share my signature with others.

The IDER (Inclusive Digital Educational Resources) Working Group meets again this week. It’s time to think about making recommendations. The process will be helped by recent agreement on the Blackboard Required Standards which include Accessibility but what will this look like in practice?

Accessibility is not a popular subject. Already there are comments about this representing more work. I’m trying to say it’s not additional – it’s more like a different way to do what’s already being done. The loss of TechDis has further diminished the status of accessible online content. The Excellence Gateway Toolkit for Accessible Learning Materials has been archived,  as has the BBC My Web My Way site  while the RNIB’s Web Accessibility Centre seems to have got lost, along with the University of Salford’s Skills for Access which promoted accessible multimedia. The second set of guidelines from the Web Accessibility Initiative are less intuitive than the first and British Dyslexia Association and AbilityNet appear to be the only organisations still offering specific guidance on font, colour and contrast etc. The move is towards personalisation; the idea being individual users will customise their browsers to suit their own requirements. It makes sense but content creators need to ensure this can happen for examples one of the problem areas is PDF. People like PDFs because they are uneditable and the format looks the same on all applications but locking it down makes it less flexible. You need Adobe Acrobat to make visual changes, which is not free, and using it is neither easy nor intuitive

There is also the problem of web resources which are not downloadable. I have a problem with grey text on a white background. It seems increasingly popular and I’m not sure why. The British Dyslexia Association’s advises us to use dark on light e.g. ‘Use dark coloured text on a light (not white) background’ and ‘Most users prefer dark print on a pale background.’ AbilityNet say ‘If using a light-coloured type, make sure the background colour is dark enough to provide sufficient contrast.’  BDA also say ‘Avoid white backgrounds …White can appear too dazzling.’ Yet B/W is ok for me. I can tone it down using the screen brightness. It’s grey on white which is the problem.

This reinforces how there’s no one size fits all solution. One answer may be to raise awareness of the diversity of ways users might want to access digital resources and support that diversity with inclusive practice guidelines while also promoting how to change browser settings. I’m not a huge fan of the DIY approach. The image below shows some of the steps needed to change text colour . There are multiple windows requiring local knowledge, for example how do you know if you need the Colours, Font or Accessibility button on the Internet Options menu and once you’ve made the change for one website, it can create inappropriate changes for others.?

I don’t know what the answer is and with the gradual dilution of sector wide support for inclusion and accessibility, I wonder if anyone does. I’ve over 20 years of experience with ICT and can still get lost online. It seems too easy an option to say appearance can be configured in your browser, or expect people to understand the need for providing alternative formats. Unless you’ve experienced the frustration of digital exclusion for yourself, persuading colleague to change behaviour is going to be a challenge. However, the proposed changes to the DSA, and the need for institutions to revisit the duty to make reasonable adjustments to the provision of information and resources, means someone has to do it and for me the IDER Working Group is in an ideal position to explore these issues and reach some workable conclusions. Reasonable adjustments; have you made yours?

This week the Inclusive Digital Resources Working Group met for the first time. The aim of this group is to make recommendations for ensuring all students/staff have access to accessible and inclusive digital resources for learning and teaching. One of the drivers for the formation of this group is changes to the DSA (Disabled Student Allowance) which will remove additional technology support for students with dyslexia and other conditions. Peter Willets announced the changes in April 2014 saying ‘The need for some individual non-medical help (NMH) may be removed through different ways of delivering courses and information. It is for HEIs to consider how they make both anticipatory reasonable adjustments and also reasonable adjustments at an individual level.’  Greg Clark in September 2014 added ‘alternative provision in the form of university provided services such as printing services and books and journals in electronic format to be considered as alternatives’ and included the reminder ‘Universities should discharge their duties under the Equality Act to make reasonable adjustments to accommodate disabled students.’ The changes will come into effect for September 2016.

Neither statement mentions the principles of universal design whereby changes for some create improvements for all.  This is a shame because inclusion lies at the heart of the matter. It involves thinking beyond your own experience and considering diversity. Access to digital resources is a bit like the old Cadbury’s crème egg question How do you eat yours? We all have our own ways of working in online environments. The problems arise when assumptions are made which don’t take into account individual difference.

The key to reasonable adjustments is choice. Digital data supports personalisation. There is no one size fits all way of designing documents and presentations so the best alternative is uploading versions which can be customised to suit individual preference. The user should be able to change the size, shape and colour contrast to whatever works for them Where users can’t adjust content, it’s down to individuals to make reasonable adjustments like not placing text over an image and providing textual equivalents and user controls to multimedia.

Design is a political act. Putting content into the public domain involves decisions which determine access. This is power and with power comes responsibility. Reasonable adjustments to the provision of teaching and learning resources is not just about students with disabilities, its about maximising the affordances of virtual learning environments and improving access for everyone. The Inclusive Digital Resources Working Group will be contacting student reps, collating advice on best practice and making recommendations to the Learning Development and  Environment Standing Group which reports  to the Education and Student Experience group.  The principle of reasonable adjustments is an opportunity to go back to basics, to review the minimum requirements for digital content and rethink what its means to be digitally literate.

Loving the WAI of W3C

I love the WAI part of W3C. The language is user-friendly, the layout intuitive and above all they talk about what matters, the accessibility of digital design.

I love it even more because the WAI have changed their definition of web accessibility. It now says

Web accessibility also benefits people without disabilities. For example, a key principle of Web accessibility is designing Web sites and software that are flexible to meet different user needs, preferences, and situations. This flexibility also benefits people without disabilities in certain situations, such as people using a slow Internet connection, people with “temporary disabilities” such as a broken arm, and people with changing abilities due to aging. {their emphasis] http://www.w3.org/WAI/intro/accessibility.php

About time too!

When it comes to web design, it would be really good if we could stop categorising people into dis-abled or abled and just think about inclusive design being a prerequisite for all online content. When it comes to digital resources we are all designers. Whether its lecture notes, presentation slides, handbooks, images or a letter to your Mum, it involves decisions about layout, text, file size, name and formats etc. There is useful advice out there but most people design for themselves and miss the diversity of ways in which other people use computers and access the internet.

We need to remember, you don’t have to fit the government definition of disabled to have visual, auditory, physical, speech, cognitive, or neurological difference.

Lest we forget, we are probably all dis-abled in some way or another.

It’s been a while since I blogged about digital inclusion. In the meantime the Government Digital Service team have produced a checklist stating ‘if we do these things, we’re doing digital inclusion’. Looks like they’re starting out all over again. Excuse me while I yawn. Honestly we’ve been here before and nothing – yet – has changed.

It’s January 2014. All that’s happened since the Digital Britain report is the internet has become more inaccessible, assistive technology more expensive and digital exclusion increasingly invisible and silenced.  The GDS checklist appears positive and realistic. I have genuine hope this may signify change.

  • Services need to be built for the user, not government or business
  • Provide simple, low cost options for those socially and economically excluded
  • Bring digital into people’s lives in a way that benefits them
  • Make it easier to stay safe – online safety is a basic digital literacy skill
  • Better coordination between public, private and voluntary sectors
  • Reducing digital exclusion is not about the number of people who log-on once

Words are easy and if they’re digital too, you need to be online to comment.  The government has a ‘digital first’ policy with regard to public information. Do they not see the irony? There’s no mention of disability in the checklist and when Leonie Watson points this is out, the response is a link to a post from August 2013 titled Meet the Assisted Digital Team with the comment: ‘We’ll get down to the detail on assisting all sorts of disabilities soon. But at this stage all any inclusion tries to do is have (design) principles which apply to every citizen. How they are applied, and to whom, will always depend on particular departments.’ [my emphasis]

Already there are signs this new (and yet another) digital inclusion initiative will fall apart. In 2009 the Consumer Expert Group reported on the Use of the Internet by disabled people: barriers and solutions.  The research is out there. It isn’t rocket science. If you are already socially and economically excluded you are likely to be digitally excluded as well. The checklist recognises this but so did the Labour government a decade ago. What is less well publicised is the two-way nature of digital access. It’s as much about the inclusive design and development of the internet as it is about the individual hardware and software required to get online in the first place. I can see a situation like the processed food industry which continues to produce low cost high sugar/fat/additive junk while the government makes comments about individual responsibility to make healthy choices – as if it were that easy. Equality of internet access? Just be more responsible about the sites you choose – go for the ones with inclusive design – they’re better for you.

Tim Berners Lee dreamed about democracy of access. ‘The power of the Web is in its universality. Access by everyone regardless of disability is an essential aspect.’ * Before Microsoft Windows came along there was a distinct chance this might have happened but progress has gone backwards ever since. Whether this latest initiative will make any difference remains to be seen.  Somehow – sadly – I doubt it.

OpenDyslexic; open design for open access?

Openness has become part of the language of higher education. Open academic practice includes open educational resources, open source and open course ware; all examples of the affordances of the internet for supporting equality of access. One of the most recent additions to open opportunities for participation is OpenDyslexic. Developed by Abelardo Gonzalez, this is a free font designed to improve reading content online.

Digital data’s inherent flexibility to support a diverse range of access requirements has long been promoted. TechDis and Dyslexia Friendly Text  from the British Dyslexia Association have offered a range of alternatives but there has been no one size fits all solution. OpenDyslexic attempts to overcome this. It reflects how ebook readers are making digital the choice of text for many users while also supporting the philosophy and practice of openness. The font has bottom-weighted characters, designed to reduce letter-swapping and increase the differentiation between similar-looking letters. this may improve readability not just for people with dyslexia but those with low vision might also find this font useful with large chunks of text.

OpenDyslexic can be downloaded here http://dyslexicfonts.com/downloads.php Adding the font to Chrome is one of the options (if you use Chrome) but you need to know about extensions to remove it. Only some environments allow the font change and where the default font size is 10 or under the text has a tendency to blur.  There is always a technology gap between the theory and the reality and all to often those who would most benefit from the additional  support are those who fall down it. OpenDyslexic is an example of a potential bridge but I think there’s still much to do with user testing and participation.

Digital Exclusion, a research report by the Low Incomes Tax Reform Group, tells us digital strategy across government continues to prioritise online channels creating a digital divide and ‘…urge the government to ensure that no one is left behind.’  It sounds promising, except this was published in April 2012, and is nothing new. Some of us have been raising awareness of digital exclusion for some time. Until the right people say the rights things in the right places, nothing will change, and while this report is a step forward, it is flawed by confusion.

The report recognises digital exclusion is about far more than access (i.e. provision of cheap-off-the shelf laptops), the quality of access is critical in particular where exclusion is compounded by inaccessible design and delivery of online content. This is good. But then we get reference to Offcom’s Stakeholders  eighth annual Communications Market Report which concludes digital exclusion is caused by resistance, finance and geography and fails to name and shame the inaccessibility of the internet.  Also quoted is the Communities and Neighbourhood’s Understanding Digital Exclusion report which links digital exclusion with social disadvantage. Here is a key issue with huge implications for the government’s digital by default policies, but is followed by the broad misconception  ‘It is widely recognised ….those with disabilities are digitally excluded because technology is not developed with their needs in mind.’ ( p17)  This is ‘wide recognition’ is simply not true. Assistive technology (AT) for computers exists – barriers are the high costs, lack of learning support and the inaccessible design and delivery of online content. Where such barriers are later mentioned, it is easy to suspect the text has been pasted from a report on independent living as there is no specific reference to enabling internet access. The confusion continues.

Awareness of impairment preventing the use of public terminals fails to say why (i.e. they cater for mainstream not diversity) and the promising reference to  inaccessible websites is diluted by the statement ‘standard web accessibility guidelines focus on visual impairments and are less useful at addressing the needs of users with cognitive or motor-control impairments.’ (p19) This sounds as if those with sight loss have access  – when they don’t. Issues of digital exclusion affect all users of AT which are designed to enable access but are defeated by inaccessible design – regardless of the impairment.

There is more;  inaccessible PDF formats and inappropriate selling practices of AT providers are both familiar issues but while these well known problems are being made public, where are the solutions? Not in this report. It only offers questions and issues requiring further exploration. The same questions and issues already raised by the previous government’s Digital Britain reports, now digitally archived and only a broken link away from oblivion.

We have to hope that someone someday will care enough to start to make a difference. Until then, all we can do is to carry on chip, chip, chipping away…

Who’s responsibility is it?

Talking to a group of level three online-journalism students about digital divides. The group made accurate suggestions for what digital divides might look like, including incompatible file formats, unequal access to computers in different parts of the world and people having access problems with content. All perfect examples of digital inequities and discrimination.

I’m suggesting it’s the responsibility of the Web Workers (eg developers, designers, content creators etc) to ensure accessibility and a student asks if accessibility should be the responsibility of the user instead. That’s a really good question. We all want to be independent and in control of our lives via all the appropriate tools. In an increasingly digital society, we want equal access to online communication, information and entertainment. So should web workers design content to be accessible, or should the technology have an interface which translates the digital data uploaded by the developer into customised content for the user?

The BBC My Display http://www.bbc.co.uk/accessibility/mydisplay/ trial seemed to be a step in this direction. My Display encouraged users to customise the text and colours to suit their own preferences, with these choices being stored as a cookie for the next time.

Multiple reasons given for the My Display trial being withdrawn. These included the new and unexpected complexity of digital resources, content being delivered by IP on multiple platforms, operating systems and browsers delivering more customisation features, cloud computing requiring bigger solutions and the move from static webpages to database driven webs with live feeds and richer interactions.   The list goes on and the conclusion was the My Display trials were neither flexible nor scaleable enough ‘to cope with the growth, technical diversity and ambition of the BBC’s digital services’.

So although we have the access technology to ensure 100% accessibility on the part of the user, it looks like we are moving even further away from the focus on accessible content. This is close to other recent developments which try to shift responsibility for access onto the user. The re is the growing expectation that people should adjust their browser settings and the move towards directing users to separate accessibility web pages;  ‘solutions’ which assume a confidence and competence with navigation, form fields and web jargon which many simply haven’t got. These answers are as unworkable as the My Display solution. At the present time it looks like it keeps coming back to the need for inclusive digital content in the first place.

Great day… if only the media would report on it

Great day for digital inclusion – or it would be if only the media would report on it. Neil Lewis Chief Executive of AbilityNet has highlighted the need for addressing inclusion  because of the government’s ‘digital by default’ campaign. I’ve searched on the BBC, Guardian, Telegraph and even the Daily Mail websites but the news doesn’t seem to got there yet. (incidently the Daily Mail returns no instances of AbilityNet which suggests it has never referred to the issue of digital exclusion – shame on you!)

This lack of media awareness is critical. The government’s intention for access to information and delivery of services to be ‘digital by default’ is simply not getting enough publicity;  in particular with regard to those 8-9 million citizens the government has identified as digitally excluded.

How is the population being told of the move towards an online welfare state? 

How will they find out about the plans to merge all benefits into a single Universal Credit to be applied for, awarded and managed online – unless the media pick it up and run with it?

The government is building a new computer system for this in spite of the failure of the NHS IT project the damming evidence in the System Error report which suggests ‘digital by default’ has all the potential for creating a new digital divide, one which will affect some of the most marginalised sections of society.

If you are digitally excluded you are invisible by default. As the platforms for discussion and debate become increasingly digital so those without access are being denied participation. Last week I spoke to a local group of webdevelopers, and yesterday to a group of Year 1 Social Work students, about the social impact of a digital society. We have to keep chipping away at the mountain of invisibility in order to surface these issues. Social media is one of the best places to begin.  Blogging, Tweeting, Facebooking – we need to get the message out there so those who have the power to make a difference can start to do so.

Digital inclusion is worth fighting for….

Last night I talked to the Hull Web Developers about digital inclusion. Here are the key points from the presentation.

For many people with limited mobility and/or sensory impairment, the Internet offers valuable opportunities to maintain independence.

Digital industry has adopted a ‘ME’ Model of computer access; this assumes everyone uses a Mouse for navigation and their Eyes to see the content on the screen. The result is digital exclusion.

In an increasingly digital society, exclusion from digital practices is by nature invisible.

As the government moves towards ‘digital by default’ delivery of information and provision of services, we need to promote ‘access for all’ where access is redefined as ‘quality of access’.

We also need to challenge the argument that inclusive digital design is not worth it. There are millions of people who could benefit from assistive technology if online environments were created with a diverse range of access in mind.

  • 17% of people are born with an impairment – 87% acquire one in later life (Papworth Trust, 2010)
  • 2 million people affected by sight loss; 80,000 of working age, 25,000 children (RNIB, 2008)
  • 9 million people with hearing impairment; potentially excluded from podcasts without transcripts or video without captions or subtitles. (Action on Hearing Loss, 2010)
  • 130,000 people have a stroke each year, @ 63,000 people develop physical, sensory or cognitive impairment and likely to be using assistive technology for accessing the Internet. (Stroke Society 2010)
  • 10 million people living with arthritis; developing restriction of movement and likely to be using assistive technology for accessing the Internet. (Arthritis Care 2010)

The intention of the founders on the Internet was to create a democratic environment where everyone had equal access. This is still an achievable objective.  Digital inclusion is worth fighting for and digital divides can be bridged.
